In 1980, he graduated from the Faculty of Law at Charles University. By 1993, he was working in the state administration office at the Ministry of the Interior in the field of economic activity of national committees and organizations financed either fully or partially from their budgets, and from 1997, he worked in ministerial legislation. From 1993, he was legal department director of the Health Insurance Company of the Ministry of the Interior, from 1998 he briefly worked as the minister of health care’s assistant for legislation, health insurance and medicine policy, and since spring of 2000, he has been working in VZP ČR. Since 2006, he has been representing the interests of VZP ČR as the sole shareholders in the bodies of Pojišťovna VZP, a.s.

He is married, has one son studying at high school. If possible, he spends his leisure time with his family, gardening and looking after their cottage. He likes to listen to modern and classical music and to read fiction. He occasionally cycles and skis.
